Over time, "Cities: Skylines" grew into something even bigger. The game's sandbox style, combined with its array of layering options, produces an addictive game that is hard to put down. Before the player knows it, they've already created housing districts with optimized traffic routes to commercial and industrial zones of their city. Then, piece by piece, new elements come to fruition through a layered zoning system. City development starts as a blank slate.
